Establishing the first association of film schools in the country

With the change of leadership of the Film Development Council of the Philippines (FDCP), the thrust was shifted to focus on film education.

I was tasked to device new programs that will connect local schools, colleges, and universities offering film and communication courses, as well as mechanisms that will provide financial support to student film projects.

Problem

There is no existing association of film schools in the country. Film students have also limited to no access to external support for their film projects.

Research

A forum and a survey were conducted with the subject Status of Student Film Movement in the Country. The objective of the research is to:

  • Define the status quo of student filmmakers nationwide
  • Asses their needs
  • Determine their perception on how the government should reach out and provide solution

This was conducted in all five Cinematheques of the Council namely:

  • Cinematheque-Centre Manila
  • Cinematheque-Centre Iloilo
  • Cinematheque-Centre Negros
  • Cinematheque-Centre Nabunturan
  • Cinematheque-Centre Davao

With the research conducted, we have identified their pain points:

  • Not all universities and colleges are providing adequate support to their film students in terms of curriculum and equipment
  • Most students do not have access to filmmaking equipment, tools, and services. 
  • They perceive that the government should provide training and certification of skills, as well as financial assistance to fund student film projects.

Solution

With the data gathered, I have formulated the program guidelines that will provide solutions to each pain point of the local student film community. I have written the guidelines for:

  • The Academic Film Society (AFS), a program that aims to connect schools, colleges, and universities with existing film programs and student film organizations. This will connect more than 50 educational institutions and provide support to their film programs.
  • The Student Film Assistance Program (SFAP), a grant program that aims to find new talents in the local community of student filmmakers, develop their skills, and provide a seed funding amounting to Php 50,000.00 to their thesis film projects.
